Lady Saesha invited Ser Valarr to accompany her on a walk by the shore, she had a book of parchment and some writing implements.

Her grim shadow, Ser Simon, joined them, hand tapping the pommel of his blades as they passed each citizen of Harrentown.

Ser Valarr follows her, his great hands resting on his monolithic belly. He shows no fear or discomfort at Simon's presence, only a clear disdain. If Ser Valarr the Very Brave fears anything, it is not kinslaying curs.
"How may I please my lady? Shall I sing for her? Ser Valarr the Vocal is the greatest baritone in the Riverlands, or so the common people claim. Who can truly know though." He gave a hearty laugh.

Saesha forced an impressively genuinely sounding laugh, "I am sure you do, Ser, but my desire of coming down here is more to do with the practical, than for pleasure."she looked out over the water and opened the book of parchments, "where is the water deepest round here at the shore?"
She looked round to see it fir herself, clearly looking for the best place to build the port, the deeper the water to start with, the easier it would be.

"Well..." With his hand over his eyes, he looked around before pointing at an area not half a mile from Harrenhal. "There. The fishermen find the best game there, and thus already moor the boats near by. Though as the God's Eye remains mostly frozen, they are as likely to simply walk for their meal."
The fat knight appears to be correct. Saesha can see the boats moored nearby until fairer weather, and villagers carefully traipsing across the ice. It is also just the right distance from the town itself to build upon.

"That looks like it will do." Saesha looked to Valarr, "do you think the people would respond well to a proper port?"

(+2 to civil engineering. 40% reduction in building cost and time.)
She notices a natural ledge and incline in the shore that would be ideal for building a lakeside port and avoid the cost of having to build up and support the bank.

Saesha made a note of the ledge. And waited for Valarr's answer.

"That looks like it will do." Saesha looked to Valarr, "do you think the people would respond well to a proper port?" "They should, my lady. Too long Harrenhal has become a laughingstock or an inspiration for nightmares. To have people actively wanting to visit this place! And why not?! Are there not a hundred scholars fascinated with this monstrosity and a thousand merchants forced to travel the long way when passing the Gods Eye. Why, I think you'll be performing a marvelous service for the Seven Kingdoms."

"I would not go that far, I just want to focus on making this place better for the people who live here, in and out of the castle," she smiled, overlooking the God's Eye "it's quite beautiful. If we build it sooner, the sooner it could start helping bring trade and commerce."

"Aye..." He frowned in thought, and lowered his voice. "Lady Blackfort... I must ask, from bastard to bastard... Do you not fear for your reputation or life? In the presence of that bastard?"

"Ser Simon, to te best of my knowledge, had married parents, so I know you cannot be referring to him" she said, in case Ser Simon could hear then took Valarr by the arm and walked him out of earshot. "Ser, I know it is difficult and perhaps harmful to my reputation, to the people, but I have enough respect for them to know that he and I are not the same, Lord Belric and I did as requested, we stripped Ser Simon of his position, and we had to find something else for him to do. He doesn't follow Lady lothstons orders any moe, he follows mine... The town has nothing to fear.

(Failure) "I fear you misunderstood me, my lady. I did not mean the danger would come from him. Ser Simon is the supreme sample of a sycophant. Rather, the danger will be directed at him, and your proximity to him is what will risk your life. Your husband has callously communicated to the people of Harrentown that any man that takes his life will be spared theirs. Already, your subjects draw straws over who shall avenge their loved ones..."

"I know he has, and that they are to be sent to the wall," Saesha said, "if that is what my husband has decided, then who am I to contradict him," she said, hoping to convey that if something happened to Ser Simon then she would not be choked up about it. "That deal does no extend to me, though, if anyone harms me, the wall is not in their futures."
