Since folks have been asking, this is how I determine if rolls result in a skill increase. It's determined by your current skill and how much you beat it by.
If you have a skill under 50, then for every 20 points over your skill you roll, you get +1. Example: Outlaw Pete has a 20 in Seduction. He rolls an 80. He receives +3 to Seduction,
If you have a skill at 50-80, then for every 10 points over your skill you roll, you get +1. Example: Outlaw Pete has a 70 in Drawing. He Rolls a 90. He receives +2 to Drawing.
If you have a skill at 80-90, then any roll over a 90 gets you +1. Example: Outlaw Pete has 87 in Fortifications. He rolls 93. He receives +1 to Fortifications.
If you have a skill at 90+, then for every roll over your skill, you get +1. Example: Outlaw Pete has Intimidation at 91. He rolls a 92. He receives +1 to Intimidation.
Skills max out at 100. There is not a NPC in the game with a skill higher than this, though some have VS weapons or specific Boons that make them particularly dangerous.
There are some special circumstances in which skillups will be awarded without the requisite roll. For example, defeating someone in a fight to the death at your skill level or higher, will almost always result in a +1. The same will likely be the case for Warfare and even Social rolls.
So if you're at 99 Sword, the only way you're going to hit 100 is to roll a 100 or defeat someone at 99+.
