She nodded shortly at Edmure and the Mason, "I have already looked into the port and came up with just a quick sketch" she said, standing and retrieved a very detailed design for the port which would reduce the cost and resources needed by 40%, "I would be happy if you would look this over and give me your opinion on it, after we have ascertained if anyone has anything else left to add" she knew it was incredible, but perhaps he could make it that percentage better.
She waited and sighed softly, when no one replied "In which case the port is item one. If anyone has anything else they remember, please now leave it until the end."

Qhorin took the plans with some doubt at her mention of 40%, but as he looked over the papers his eyes widened slightly and he gave a long slow whistle "Yeah... yeah this is good. I'd want to get into the water and see the level of dropoff, but other than that..." he looked up directly at the Lady "This is good work." He did not say that often. Fact he was a bit of a stickler when it came to sketches, but this was good. Even labeled the optimum angles for the quays! Ha!

Belric had spent a good amount of time looking over his wife's plans. Construction had never been Belric's forte, however he understood basic math and the benefits of building the port immediately outweighed any of the drawbacks.
"Sacrificing the time it takes to build the quarry does not make any sense financially. The port will generate nearly three times what the quarry can in any given month, as well as provide an additional source of food for our hungry subjects." He looked to Saesha, knowing she would correct his math if he was wrong. "If your plans are correct, and I'm not mistaken, the port will only cost us around twenty-four hundred gold. Profits are projected around six hundred gold a month. Building the quarry first would save us nearly two hundred and fifty, while costing us a whole month and a half worth of profits. We begin production on the port immediately, the quarry can either accompany it or follow in time."

Jaime spoke. "I should point out that the Gods Eye is mostly frozen and we may not see the benefits of a port for years to come. This winter could last two years or ten years. But we will need that quarry today and tomorrow and next week."

Edmure tapped his fingers on the table, as he considered Jaime's words.
"4,000 gold for both the quarry and the port, leaves a thousand gold in the treasury, which will be eventually augmented by six hundred gold revenue per month from the port as well as any other revenues we can generate from the quarry or elsewhere. We build the quarry first and the 2,400 gold required for the port may be further lowered. There is then even less need for a loan."

"Agreed," Saesha said, happy the mason saw her work for what it was, taking good to mean excellent. I see no reason we cannot work on both, given that we save the price of the quarry if we implement my plans." She nodded across the table at her husband.
"I went out with Ser Valarr and together we found the perfect spot for it, which would save a a large amount of time also, there is a spot by the town that has the sudden shore plunge the port would need, meaning we'd not have to use as much time digging the bank. You are welcome to take my plans away after the meeting," she addressed the mason directly, "to see if you can find some improvements." She looked to Jaime, "wth the placement, we do not need to wait for the river to thaw for it to have work started, even if we cannot use it immediately, surely it us better to have if ready for when we can use it than miss out on months of trade as we build it then?"

"I will do so milady" the Mason said, withdrawing from the discussion to give the notes a real look over using his expertise (Civil Engineering 81 if he can) If the notes aren't enough he'll have to visit the actual area himself, but that shouldn't be that hard. He wondered if because he was on a council he got guards. That'd be nice. Maybe that bastard'd have to protect him! Petty victories!
(OOC: Port lists as getting us food/wealth for summer and winter, so by whats written the lake shouldn't freeze over. Also warm waters or something for the lake. But if it does, should change building entry to reflect that winter you don't get squat.)

"Yes brother, you are not wrong." Belric said, nodding his head in approval. "In all future building project, having the quarry and the mill to offset the construction costs will be a good thing. However, what I am saying is that if we wait one an a half months from now to build the port, we could be losing upwards of nine hundred gold. If the quarry saves us only one tenth on construction, that is only two hundred and fourty gold in retained wealth. It would cost us more to wait that month and a half than we would save. Therefor, we should simply build them at the same time. Everything we build following the completion of the quarry will receive a boon to construction, and we will see the profits from the port a month and a half earlier."

"Of course, my lady. I simply wanted to point out our priorities. I'm certain the port will be finished long before we have need of it.
(Richard is right, but Jaime doesn't have access to the Construction Projects thread. He's also much more interested in a different building project he'll bring up later.)

"I have absolutely no objection to building both at the same time." replied Edmure looking from Belric to Saesha. "Gods Eye is a very large lake and it didn't look that frozen to me when I ventured out into our lands. That's not to say the Gods Eye river that joins the lake and the Blackwater has not frozen over, which may inhibit revenue from trade with Kings Landing along the river." He took a sip from his cup. "At the very least we can use the port to help our fishermen bring their catch to the town and castle more efficiently. Build it brother, but get the quarry going as well."

The mason does not see any additional ways in which he could cut costs from the building project, the Lady of Harrenhal having been quite thorough in her designs and projections.

"The plans are sound for both projects" said Qhorin with confidence "Though the bandits might have something to say on that count, but that can wait until item three. These projects will need some security for the workmen." He approved of the organizational nature of the meeting.
