The Council of Harrenhal.

The Council's main focus is the improvement of Harrenhal and it's surrounding lands, and the betterment of the House's reputation.

When all the members had been spoken to, Lady Saesha informed everyone of the first meeting.
She was there early for the first meeting, setting things together, a map of the Riverlands was set on the middle of the table, with water and wine provided.
The table being used was square, with enough space for two seats on each side, Saesha and her husband having a side to themselves. The others could sit where they likes on the other side. Pointedly there was a spare seat next to Saesha on her side. Who should be in it would remain a mystery, if one with an obvious answer.
She made notes as she waited for the others to arrive.

Qhorin arrived first, somewhat still surprised that the guards had let him in. He bowed to Saesha, having heard of her reputation already. This one was quite unlike her husband.
"Milady" he said plainly. He would not sit until invited. It was proper.

She had yet to meet the Mason, but she had met everyone else, so she could make an educated guess.
"Master Qhorin, A pleasure to finally meet you." She invited him to sit, "You and I will be working a lot together upon my return from Riverrun,"

Arriving in good time, Belric entered the chambers of the small council. He looked over the work his wife had done, her strategic expertise becoming prevalent. Belric had never been a part of a war council, though he assumed that was where Saesha refined her technique.
He kissed his wife on the cheek, complimenting her work. After greeting Qhorin, Belric took his seat at the table, ready to begin as soon as the others arrived.

Jaime arrived, absent his box, and promptly bowed to his lord and lady. He smiled, and greeted the stonemason, whom he had seen around but never spoken to. "Qhorin, isn't it? I'm Jaime. I'm the local blacksmith." He offered his hand in salutation.

Edmure arrived at the meeting. He nodded politely to his lord brother and good-sister, before greeting Qhorin warmly. He had not met Jaime the Smith before, although he had been informed of who he was.
After introducing himself to the Smith, Edmure poured himself a cup of wine, before taking a seat at the square table, just across from Belric. He sipped slowly from his cup as he made small talk mainly with Belric and Qhorin, while they waited for whoever else was to arrive.

"Yes milady" he said, a little confused but not letting any of it show. Why would he be working with her? Maybe they'd address it in the meeting. Did her rooms need repair... No he'd checked those. A mystery.
He took his seat at the table on the side, to the left of Belgic and Saesha. He rose pretty much anytime someone walked in, assuming he was the lowest rank. The smith surprised him, but after a second he took the hand brusquely and nodded "Yeah. Of Lannisport." He said shortly.

"Lannisport." Jon repeated as he entered the room last of all. "A thriving city, with a lot of gold. Perhaps we can learn alot from a man of Lannisport." He bowed to the ruling couple. "My Lord. My Lady." The steward made brief greetings to the rest and sat opposite the mason. From under his coat he produced a quill, ink and parchment.

Saesha wasn't sure if Jon was subtly defending their absent maester, or if it was just coincidence.
"Thank you all for coming," Saesha said when Jon was seated, on the agenda for this meeting: plans for the port; the prospect of reopening the quarry; the problem with the bandits; reopening the bear pit and the suggestion of getting loan from the iron bank." Saesha read off, "has anyone anything else to add?"

Belric sat idly, knowing the difference between when he was needed and when he was not. In truth, he had already made up his mind in regard to Saesha's topics of discussion. Nevertheless, he valued the opinions of the men around him, leaving room for his judgement to be swayed; If only a little.
"I received a summons for Lord Tully, requesting my oath of fealty. I will be leaving Harrenhal sooner than expected, so we must prepare." Belric looked over his company, letting his comment resinate. "Our first order of business should be the port, which I believe to be our first construction project."
Eyeing the empty chair, Belric thought of how lonely it must be for Percival, trapped underground in the dark. He fought back the urge to grin.

Saesha's eye twitched with annoyance she was barely containing. She had a schedule. Belric could not just take the meeting off course this early. The next thing was additional orders of business, then they would address all raised points in order. What was this? Was she on the very brink of the supposed seven hells, forced to live in a world where people could not follow the accepted set order of a structured meeting.
Other than the eye twitch the Lady of Harrenhal gave no outward indication of her internal struggle.
"Yes, the port should be first, that or the Quarry." she agreed, well, half agreed.

Belric missed Saesha's signals entirely. Since he was sitting next to her, he saw no eye twitch nor read any of her body language. He went on, blissfully ignorant to the torment of his wife.
"Let us build them both and be done with it." He spoke simply, as if his option was the most logical solution. Give the man a sword and an army to fight, he was a hero. Put him in the room where real decisions were made, he was less than admirable. Hopefully he could learn, but there would have to be those willing to teach.

Qhorin shifted in his seat. This topic seemed pertinent to him "Quarry would be 1,600 gold and a month and a half to build. I don't know about the port yet, though usually thing of that size would be 4000 dragons, probably around 4 month. Maybe cut that cost down if the areas good for it. The quarry would certainly save us gold on creating the port, as would a lumber camp."

Edmure nodded in agreement with Qhorin.
"It appears we're more able to get the quarry going quickly than the port. And if, as our master mason has advised, a working quarry helps cut the costs for the building of the port, then the way forward seems clear to me."
