We saw Theon speaking to the Ironborn garrison as in the books, and Ramsay taking control of the Moat, but did he actually leave troops there?

They could have sailed there. They don't need to go past Moat Cailin. I seriously doubt D&D actually put any thought into it, but the Vale has one of the biggest ports in Westeros. How they ninja'd their way over land is still a problem though...

Littlefinger said his knights were camped just south of the neck when he talked to Sansa. I doubt they went all the way back to Gulltown and took a boat.

He could have just hurled some of the hundreds of bodies laying around at the Boltons and it would have done some pretty ugly damage.
